Provide JES2 health check to show when init parms do not match currently active parms

We have a number of JES2 environments which have evolved over time. Due to consolidation, acquisitions and simplification, JES2 init parms may have been modified without the active environment being updated.


With many parameters, a JES2 warm start is enough to pick up any updated parameters, but with others, modification is only possible through (eg) an operator command or a cold start (!).


A JES2 health check could identify parameters that differ between parmlib and active settings, so we could identify discrepancies, and address them.
