Authentication failure responses should not indicate which part of the authentication data was incorrect

Due to demands from security and compliance people, we would like vendor to implement a general best practice of software security coding. Specific we suggest that “Authentication failure responses should not indicate which part of the authentication data was incorrect. For example, instead of "Invalid username" or "Invalid password", just use "Invalid username and/or password" for both.”

Specific issue is that when you login to TSO with wrong Password, the Errrormessage is : IKJ56421I PASSWORD NOT AUTHORIZED FOR USERID

This request is being declined. The function being requested exists in the product, but must be activated. The following steps will activate the support:
    1. Set the PASSWORDPREPROMPT parameter on the LOGON statement in the SYS1.PARMLIB member IKJTSOxx to (ON).
    2. Use the "MVS SET IKJTSO=xx" or TSO/E "PARMLIB UPDATE(xx)" command to update the system setting.

With this function active the user must specify ID and password prior to any other LOGON information being disclosed. If a non-existent ID or incorrect password is supplied, the following message is issued:
IKJ56474I USERID OR PASSWORD IS INCORRECT OR NOT AUTHORIZED
