Force HSM to reconnect active request to DS8k HMC

Using TCT HSM sends migrate/ recall requests to the DS8k HMC using IP. In case there is a problem with this HMC, it's possible to reconfigure SMS with an alternate HMC, but the active tasks are still connected to the 'failed' HMC and never end.

Failed means: Not completely down, but the requests were blocked.

Idea: There should be at least a command which reestablish this IP connection of the active tasks to the alternate HMC. Even better after activating the new SMS config, you should switch the active IP connections automatically without intervention.
