Allow DHSMSHSM to set a lifecycle policy during bucket creation

We are using IBM Transparent Cloud Tiering and HSM to migrate data to the cloud. We have had instances where the migration fails, which can result in orphaned "multipart uploads in progress" on the cloud object storage. We have been manually removing these orphaned multipart uploads, however our cloud provider has indicated a lifecycle policy can be set during bucket creation to set a policy to clean up incomplete multipart uploads.

The example they provided showed setting "Clean up incomplete multipart uploads" and specifying the number of "Days after upload initiation date". Since the lifecycle policy is set during bucket creation, it must be set by the API call when creating the bucket. Adding this option would allow for the automated clean-up of the orphaned incomplete multipart uploads.
