Add connection pooling support to the web enablement toolkit

We would like to have a connection option that could be specified by using the HWTHSET service.  This option would allow applications to enable connection pooling.

We are already taking advantage of similar functionality on CICS where we are using EXEC CICS WEB API calls instead of the web enablement toolkit.  When we set the SOCKETCLOSE attribute on the URIMAP resource to a non-zero value to enable connection pooling, we have seen very significant performance improvements.

We would hope to see similar performance improvements in our Batch and IMS applications if the web enablement toolkit offered connection pooling too.

    We did some performance tests at Garanti BBVA Turkey and there was a performance problem without  enable connection pooling. 
    If the web enablement toolkit also offered connection pooling, we would expect to see similar performance improvements in our Batch and IMS applications.
