Currently dsadm createparm has following limitation:
The user ID of the issuer of the command must match the HLQ (just the first qualifier) in order to be allowed to save creation parameters for the HLQ directory.
We have many technical/applications HLQs not related to a user (owned by a RACF group), which rules them out from DSFS implementation in case, when there is a need to create a dataset.
It would be very useful to allow dsadm createparm for any HLQs with some special privilege like superuser or a with a UNIXPRIV or FACILITY profile.

Doubleplus upvote on this. DSFS would be much more useful. I have a use case that isn't feasible without it.
