Improve the OMVS CP command performance

The current cp command is painfully slow when used to copy all members of a PDS in either direction (z/OS PDS to USS or vice versa). It appears the command does an Alloc/Open/Copy/Close/Free for *EACH* member when it should do Alloc/Open/copy each member/Close/Free

    Will continue investigate to see if there is LE API could control this.
    Now put this to the backlog for future work.

    Seems the BPAM and QSAM are provided by dfsms. cp doesn't use those. At least cp doesn't call those directly.
    cp only use the APIs provide by LE and binder so far.

    The "Alloc Free" and "Open Close" should be pair. I don't quite understand the proposal.

    After initial investigation, reassigning this idea to z/OS category "Shell & Utilities". Further investigation ongoing.
