GDKUTIL enhancement

GDKUTIL is an utility program to upload/download between MVS datasets and S3 cloud object storage. It seems that right now the data encryption is solely relying on S3 server side encryption. Another security best practice is to enable client side encryption on S3 bucket such that client side would be the responsible party to generate and manage the encryption key. Data objects uploaded to S3 would be encrypted at client side beforehand. It would be more secure as the encryption key would not be exposed to the cloud (minimize the key being compromised). To support that idea, GDKUTIL should be enhanced for the following key items.

1) add parm to control if client side encryption should be used

2) add a parm pointing to a key label referencing to a symmetric key stored in CKDS to do the encryption

3) add a feature to support client side key rotation
