RACF search filters should not consider wildcards (*) as a character towards the 8 character limit

Often, when using products like LDAP, wildcard filters are used to return a number of matching entries. RACF user IDs have an 8 character limit so a client would expect that a search for *1234567* would work, since a * can be nothing or something but this search will fail because RACF considers both wildcards to be characters towards the 8 character limit. No one running the search *1234567* is expecting a 9 character ID to be returned and this filter would be valid for every other backend in LDAP or other products. The search *123456* does work as a valid search both in LDAP or directly on RACF which makes the behavior seem inconsistent.
