TSO DELETE should delete the PDSE base member and all generations

TSO Delete currently deletes the PDSE base member (generation 0) and leaves generations -1 and beyond as orphan/ghost members. Delete should delete the base and all generations - with an appropriate message

this is a fairly simple code change to the STOW macro and it is important so that orphan member generations are not left in PDSE's which the user will not be able to view without using a tool that supports member generations.

    I know TSO/E is basically functionally stabilized, but this is an integrity issue just waiting to happen.


    Also, IDCAMS DELETE should work the same. I know that’s a different department, but I shouldn’t have to open a separate IBM Idea™ in DFSMS…just send an email.

    The bottom line is that if IBM is truly going to support PDSE Member Generations then all of the IBM products that interact in any way with PDSE members needs to do it properly - please.
