Upgrade ALL man pages to standard open format Merged

All of the current IBM supplied man pages are in a proprietary format which if different from the open-source formatted man pages. This causes problems when using the open-source mandb to create/manage/update the man page database as the mandb is unable to process the IBM man pages.

This presents a problem when using the open-source man -k command that looks in the man database as none of the IBM man pages are included so they are not found.

Having two man commands is confusing to users as well so that is not an option.

Perhaps, as a suggestion, ship two flavors of the man pages - one in the existing IBM format and one in the open format.
