Health Checker - VSAMRLS_QUIESCE_STATUS check

Whenever there is a situation that causes VSAMRLS_QUIESCE_STATUS to alert ( by reaching the predefined threshold for the quiesce status ) this check generates a list of the CICS regions accessible only if you go inside the check - that means you have to go the SDSF CK panel, and S(elect) the check VSAMRLS_QUIESCE_STATUS to actually see which CICS regions are taking too long to complete the quiesce. 

It would be very convenient if this list is externalized to the OPERLOG so that customer automation can take action upon them, causing an immediate relief to possible the contention scenarios caused by taking too long to complete a QUIESCE operation. An automation could take dumps of the CICS region(s) and issue CANCEL to allow the environment to continue processing.
