A full PDSE dataset should be able to delete members without needing additional DASD space

We currently have a large SMP/E SMPPTS PDSE dataset which is full on a volume with only 5 available cylinders.  Attempts to delete a member from the PDSE result in a E37-04 abend because the system is trying to get an additional extent.  The dataset's secondary allocation is 50 cylinders.  Even if we delete all other datasets on the volume, there will not be enough space to acquire an additional 50 cylinder extent, leaving us with no means to relieve space in the PDSE other than copying all members out of the dataset and reallocating and then copying the smaller members back in.

    imho this should be aparable as it is a bug for sure
