Prevent wildcard searches on HLQ

When wildcard searches are used on large(r) systems, enq delays / decrease in performance is experienced on catalog processing that impact critical production business processes.
Wildcard searches causes higher processing time for example when Db2 vsam cluster is extending, causing time critical online transactions to time out. 


Currently there is only a possibility to prevent wildcard searches by the DISALLOW_WILDCARDS_IN_HLQ setting in the ISPF Configuration table, but that only helps for usage of ISPF. 
Wildcard searches can also be done by a growing number of other means. Especially now z/OS is opening more and more to the outside world. A growing number of end-users are using less 3270 terminal interface and more other utilities. For example the ZOSMF "dataset and file search" utility, but also FTP tools, ZOWE or a simple adrdssu dump using wildcard as HLQ.

Now we can only control the dataset search on ISPF level. There should be a way to control the dataset search on catalog/system level. An IGGCATxx parm could be an option but preferred way would be by SAF profiles as this would allow for larger granularity.
