Provide a more inclusive set of translation table samples

Currently, the z/OS Communications Server product is shipped with two libraries--SEZATCPX and SEZADBCX--which provide sample translation tables which can be compiled into a binary format and provided to applications to use in translating between different ASCII and EBCDIC codepages. However, only a subset of more common translation tables are provided, and of those only a few translate from ASCII ISO8859-1 to an EBCDIC encoding. No translation tables exist to translate ASCII 1252 to EBCDIC encodings.

Given the pervasive nature of both ISO8859-1 and 1252, it has been requested that sample translation tables be shipped which provide translation from each of these two to the following EBCDIC tables:
