Reconnecting OTIS after the corresponding Db2 was started in Maintenance Mode and later in Operating Mode ( OAM recognize this this )

When a Db2 instance is stopped and started normally the corresponding  OAM and OTIS reconnect to it as expected. If this Db2 is stopped and started in Maintenance Mode OAM acknowledges this and reconnect to this Db2 when it is started afterwards in Full Function Mode. OTIS does not and has to be restarted manually to do its work. For more details use the description in TS016157767.  We think OTIS should reconnect to this Dd2 like OAM does to avoid manually actions.

    IBM agrees that when Db2 is stopped and put in maintenance mode that OTIS should automatically detect and reconnect when Db2 is available again.
