Enable OCOPY to create and maintain ISPF statistics for PDS members

Currently, using OCOPY to update a PDS does not generate ISPF statistics, which would be useful for a number of reasons.  FTP allows this now as long as the ISPFSTATS configuration statement is present.

    • rewording - determine who made updates to PDS members.

    This change is important for auditing purposes; ISPF member statistics (e.g. User ID, Date and Time) are needed to help determine updates made to PDS members. This is why this was enabled for FTP transfers.

    This item is unlikely to be given high enough priority to be placed into the product plan. If you feel that this requirement is needed, please resubmit or create a new updated request.
