Enable use of OS Level Filtering in IEASYMxx member

We'd like the ability within a single IEASYMxx member to assign the value of a symbol based on the level of z/OS the system is IPLed under.

This will aid in pre-staging any operating level system dependent symbol changes that are OS dependent.

    .An alternative that many customers use is to have a naming scheme for their sysres volume according to the z/OS release (for example, imagine the last 2 characters being the version and release) and thus be able to take advantage of the &SYSR1 symbol (and substrings of that symbol).to accomplish having a symbol that corresponds to the z/OS release.
