System Recovery Boost for OMVS subsystem

For now, we can't classify OMVS address space as BOOST on WLM policy.

 So if i have Middleware Recovery Boost who launch an OMVS address space who consume lot of CPU GCP time  i don't take any advantage of BOOST feature.

For example, ZOWE software consumed many CPU time in many OMVS address space when starting and running.

So the software based on javascript flood GCP and i have no chance to use SRB Middleware feature.

ZOWE would become an essential Middleware for Mainframe API so it will be convenient that the this Middleware software coming operational in minimal time.

    No change is needed within z/OS in order to accomplish what the request seems to ask for. When any system recovery boost starts, whether for middleware region startup or any other reason, the entire system is boosted for the duration of the boost. Everything that runs, whether it is OMVS address space startup or unrelated work, benefits from the boost. It remains up to the customer to properly set the WLM classification to identify work that is to initiate a middleware region startup boost when starting. For any system recovery boost,
    ? It does not mean that any work unit will necessarily use a zIIP, nor is it important that it do so
    ? Boost zIIPs that might have been added are available to be used for additional capacity
    ? All work can be run on those zIIPs and non-boost zIIPs for the recovery period.
