Cleanup of PAGENT USS files upon initialization

Upon initialization PAGENT apparently checks for /tmp/pagent.pid from a previous run. If found, it attempts to reuse rather than delete/define. If perms are not compatable with CS_CRIT setting, PAGENT refuses to init.

PAGENT should delete/define at startup to ensure perms are compatable with CS_CRIT setting requirements.

    Apologize for the slow turnaround on this. Deleting such a file at initialization would expose pagent to the very type of attack that the CS_CRIT requirements are designed to prevent, so we cannot implement this type of change.
