$HASP1551 LIST Messaging for HTTP_NOTIFY

When JOBDEF is coded with HTTP_NOTIFY=DISABLED and a z/OSMF request specifies X-IBM-Notification-URL, JES2 issues message $HASP1551 even though notification will not be possible.

$HASP1551 LIST -- Send HTTP notification when job is READY

$HASP1551 LIST -- Send HTTP notification when job is ACTIVE

$HASP1551 LIST -- Send HTTP notification when job is COMPLETE

Although it may not be possible to suppress this message because it's issued when the job is submitted, later in the processing when JES2 would normally start JES2EDS it should issue a message instead e.g. ...

$HASPxxxx LIST -- Send HTTP notification not satisfied, HTTP_NOTIFY is DISABLED

(Or similar)

Not enabling HTTP_NOTIFY is a common mistake, and determining why JES2EDS is not starting would be much easier if there was an informative message.
