Allow the use of zOS system symbols in catalog entries

When defining a catalog entry, you can specify VOLUME(&SYM1) for example but not (NAME(HLQ.&SYM1..LLQ)). For that you need a catalog entry then an alias with SYMBOLICRELATE.

There are instances where we would find it useful to have a symbol directly on a catalog entry without the need for an alias, such as having a symbol resolve to a different HLQ between test and production for example.
