Support of 256 characters long user names in CSSMTP

We have a mailing application that use long user names of 140 characters length. With SMTPD the MaxUserName value is 256 characters but with CSSMTP this must not exceed 64 characters in length. For upgrade compatibility this limit should be extended to 256 characters.

    This was addressed via the "SMTPD compatibility enhancements for CSSMTP" for z/OS V2R3 and V2R4 via APAR PH18237.
