Provide a mechanism to prevent the use of Flash Copy if Preserve Mirror Required is not also specified

In a GDSP Metro Mirror configuration, recoverability it broken if a Flash Copy is initiated without Preserve Mirror being invoked.  I believe, in this configuration, it is better for a Flash Copy to fail if Preserve Mirror is not performed.

What is needed, is a method to force Flash Copy users to specify FCTOPPRCPrimary(PresMirReq).  Currently, FCTOPPRCPrimary defaults to None.

There is a security check to validate if a user has access to FCTOPPRCPrimary, but nothing to affect which FCTOPPRCPrimary options are allowed.

One useful enhancement would be a DFSMS PATCH command to change the default setting for FCTOPPRCPrimary from NONE to PreserveMirrorRequired.  This would cover users entitled to use FCTOPPRCPrimary, that just forgot to specify PresMirReq.

To fully control this issue requires the ability to restrict the use of FCTOPPRCPrimary(None) and FCTOPPRCPrimary(Preferred).  A new STGADMIN.ADR.COPY.FCTOPPRCP "like" security facility for each FCTOPPRCPrimary option could be one approach.  The values of NONE and PREFERRED could then be restricted to everyone and PreserveMirrorRequired could be controlled.  As long as ADR.COPY.FLASHCPY is still in place it could be used as the main control and PreserveMirrorRequired could be given to everyone.

There are likely, many ways to accomplish the goal which is to ensure all Flash Copy is performed with Preserve Mirror.
