Automate HSM RECYCLE and EXPIREBV commands by ARCCMDxx

For maintenance purposes, it would be very functional to have the possibility of scheduling an automatic window in ARCCMDxx to execute RECYCLE / EXPIREBV commands on specific days and times.

This would remove the need to run batch jobs to execute these activities or even automation, bringing more autonomy to storage management, in addition to centralizing all DFHSM maintenance only on it.

This should work similar to the windows we already have for primary, secondary, backup and dump.
