ship mod_brotli from upstream

Currently, mod_brotli is not part of the IHS distribution.

However, https://httpd.apache.org/docs/2.4/mod/mod_brotli.html is available in Apache httpd 2.4.26 and higher. In comparison to mod_deflate, mod_brotli offers better compression with  far less CPU cycles, saving both bandwidth and CPU.

Please do not strip mod_brotli from platforms where it is already supported.

 

If the compression algorithm is not available on specific platforms, e.g. AIX, that is (for us) not a reason to not have it on other platforms, such as Linux on x64-based processors.
