Enable DSFS /txt support for datasets in ISPF PACK format

IBM ISPF users have been using the PACK option of ISPF Edit since it was introduced in 1983 to conserve disk space, and in some cases provide a minimal encryption of their data. With the introduction of DSFS with z/OS 2.5 and 3.1 shell users can now easily access this data with the exception that the PACK data is not converted to UNPACK when accessed.

DSFS, when in the /txt mode, should dynamically UNPACK and then PACK the data as appropriate in a seamless manner.
