OPEN ACB in LUNS/LUNR sysplex fail doa CDRSC cleanup not yet completed

The LU was connected to TN3270AT on PRDB using client IP address
192.168.20.229 (Telnet proxy) when it connected at the telnet server
on PRDA using client IP address 192.168.20.228 49089 which kicked
off TAKEOVER processing. Telnet server on PRDB terminated the
existing SNA session with sense 80200007, NSEXIT and SCIP exit were
driven and while the session was still in PSESSEND the OPENACB
was issued in PRDA.
The OPENACB validly fails because the SNA session on PRDA is not ended
yet therefore the LU is still known as a CDRSC in PRDA at this point
in time.

This is a timing issue where the OPENACB arrives too early while the
old sna session to the XDOMAIN telnet LU is still there
