RMF Spreadsheet Reporter: remove dependency on RepIntStr for RepTrdStr to obtain updated CF data

With the current design of the 'RepTrdStr'  tab, users have no idea on why CF data is missing or CF structures not appear in the available list if they do not first use the 'RepIntStr' to access the data.  It will be helpful to make this implicit for users or at the minimum to generate an informational message on what actions for the users to take in order to obtain updated CF data when missing data is detected in the 'RepTrdStr' tab.  Thanks!
