IEA370I - Add CONSOLE command to display active MASTCAT (e.g. F CATALOG,MASTCAT)

For auditing purposes it is important to be able to identify the active master catalog. Currently during IPL IEA370I message is issued to display the master catalog, but the message comes too early to be found in SYSLOG or captured by basic automation products.

Adding an operator console command (e.g. 'D MASTCAT' or "F CATALOG,REPORT,MASTCAT" or something similar) would resolve this issue. Ideally it would simply re-issue the IEA370 message, but any format would be acceptable.

    The MODIFY CATALOG.ALLOCTED command already contains this information. The master catalog is always the last entry in the catalog list.
