Log RACF keyring and certificate usage to enable proper validation and auditing

Determining whether a RACF keyring or any RACF certificate is still in use by an application (e.g., started task, batch job, etc.) is a very challenging task. Neither RACF nor other components like zERT generate SMF records that capture the usage of RACF keyrings or certificates. Even zSecure Access Monitor does not track or report on this usage.

This lack of information makes it sometimes extremely difficult to validate and confirm whether RACF keyrings and certificates are actively in use. Although there are gigabytes of SMF data generated per day and archived for years.

For this reason, it is crucial that RACF, as it does already for other RACF resources, also records accesses to RACF keyrings and certificates.

I assume the instigator of this idea is referring to zSecure Access Monitor rather than zSecure Monitor.
Overall, I agree that this is a very worthwhile idea.
