Introduce validation to not allow invalid characters in the DSNAME field in VRS

Although DFSMSrmm does not check quoted data set names for valid characters (per TSO RMM ADDVRS command doc), it would be beneficial to not allow invalid characters in the DSNAME field of a VRS because the accidental creation of a VRS with certain special characters in the DSNAME field can make it difficult to delete the invalid VRS. Depending on your code page setting, special characters in the DSNAME field in the RMM ISMF panels will not match what is actually recorded in the VRS record (within the RMM CDS), and can cause the DELETE VRS (from the RMM ISMF panels) to fail because RMM won't be able to find the VRS due to this character mismatch.
