Simplify management of DYNAMNBR and the dynamic allocation in-use attribute

The use of the DYNAMNBR parameter is not well defined in documentation. It suffers several problems and documentation is scattered amongst several manuals. There are z/OS components which make use of the control limit used by DYNAMNBR, but there is no documentation stating that they use it.

In addition I have found several instances where increasing DYNAMNBR can help; I have found instances where it does NOT help, but have failed to understand why; I have NEVER found any problem where it can be solved by DECREASING DYNAMNBR.

I have put a great deal more detail in the next section, but the 5 suggestions I have are,

  • Better documentation of DVC value in SMS.
  • Better documentation of TSO ALLOCATE command (and IDCAMS ALLOCATE command)
  • Better description of the need and use of the in-use attribute
  • Allow specification of DYNAMNBR=MAX
  • Allow new option to ignore in-use attribute
