Set the owner for comm server owned common storage

When reviewing 24/31 bit common storage usage, comm server owned storage shows up as owned by *SYSTEM* making it more difficult and time consuming to determine what in system owned storage grew. It would make analysis easier if comm server owned common storage were tagged as such using the OWNER or OWNERASID field on the STORAGE OBTAIN macro.

    This requirement will not be implemented. Common storage obtained by Communications Server may persist after the TCP/IP stack is terminated, so it is correctly being tagged as owned by the system.
    If you desire to understand what common storage is being consumed by Communications Server, looking at the RMF Monitor II Storage Activity report, it identifies common storage usage by key. Only Communications Server uses key 6 when obtaining CSA/ECSA, so that will be a good indicator on whether Communications Server common storage use is growing.
    For monitoring 64-bit storage usage, the RMF Monitor III Storage Memory Objects report will show the count of allocated memory objects per address space, so Communications Server usage can be easily identified.
