The output values (counter) for 'SEGMENTS SENT' and 'SEGMENTS RETRANSMITTED' of command 'D TCPIP,,NETSTAT,STATS' wrap after *4'294'967'295 to 0.

This 'wrapping situation' happens in our environments about every 7 to 10 days.
Without knowing that and how many times the counter(s) wrapped, makes it impossible (or very hard) to calculate a correct retransmit ratio.
We could only find a hint regarding the wrapping of the values in 'MVS Diagnoses Reference' for zOS V2R1 (GA32-0904).
The zOS CS IP System Administrator's Commands (SC27-3661) manual should mention this behaviour too.
We are running zOS V2R2.
