Add an error message to the chown command if user is lacking a uid or OMVS segment

You can't set a user as owner of a z/OS Unix file with chown if they don't have a UID in their OMVS segment, yet the command gives no feedback if this occurs, this means you can think you set someone as owner without actually being able to do it and never knowing that it didn't go through.

I suggest adding an error message if the has no UID:

<Insert unhelpful IBM error code> User has no UID in their OMVS segment, command didn't go through

 

And another for users entirely without OMVS segments:

<Insert unhelpful IBM error code> User has no OMVS segment, command didn't go through

 

This would decrease amount of time wasted troubleshooting, make z/OS Unix easier to use, and be a slight boost to security since it would prevent security people thinking a command went through when it didn't.

    In my opinion error codes can be helpful.
