Pagent support for TMPDIR variable

We need to be able to specify where to have pagent.pid and TCPIP.Pagent.tmp files stored. Currently they are stored in /tmp and there is no mechanism to change that.

We have cron scripts which delete files in /tmp after xx days (of not being referenced). So, when our cron script runs, these files were last referenced > xx days ago, so they get deleted.

Pagent thinks something happened with TCPIP and reloads the TTLS policy - msgs seen in SYSLOG:

This caused a renewed TCPIP certificate to be loaded outside of our change window and not too mention Pagent unnecessarily reloading the TTLS policy every xx days.
