Improve CPM LP handling to follow PR/SM best practices

Based on a previous customer request for enhancement:

In CPM the current logic regarding “LP adds” and “LP removes” is unbalanced, and tends towards allowing systems to run with over-configured online LP counts. If PR/SM treats “LP’s Parked by Hiperdispatch” the same way as “Offline(Reserved) LP’s”,  this would not be a problem, but this is not the case. This was further confirmed by IBM Hardware, stating that LPARs should NOT be over-configured with extensive online LP’s following a PR/SM scheduling issue on the client side.

Since this contradicts with the current CPM approach, a case was raised for IBM Hardware (TS010149027) to confirm whether the same  LP count recommendations still apply to subsequent CPC generations, and the response was positive. Therefore CPM’s Logical Processor handling needs to be improved to be more in-line with IBM Hardware recommendations. 

A CPM case was raised (TS009732765), however the issue was forwarded to the request for enhancement platform.
