New IBM Health Checker for z/OS PARMLIB Inconsistencies and Errors

z/OSMF Parmlib Management provides syntax validation for individual members (e.g., BPXPRM, IEASYS) via REST API, checking keywords and structure but not field values, correlations, or cross-member inconsistencies. IBM Health Checker for z/OS runs system parameter checks against best practices but lacks comprehensive PARMLIB validation for errors like mismatched LOAD/IEASYS references, invalid ranges, or conflicting settings across members.

Enhancement Request:

§Deliver a new health check (e.g., PARMLIB_CHECK) within IBM Health Checker for z/OS to:

§Validate active PARMLIB members for syntax, value ranges, and semantic correctness (e.g., numeric bounds, required fields).​

§Detect cross-member inconsistencies (e.g., IEASYSxx referencing undefined IEASYMxx, duplicate settings).

§Flag deviations from IBM recommendations or site policies, with exception levels (WARNING, ERROR).​
