Initialize the auto reply facility earlier in IPL

When performing a recovery, a site may choose to leverage the Auto Reply (AUTOR) facility to handle replies upon the loading of LPARS to limit/eliminate operator intervention. The AUTOR facility is particularly useful since it can be used to reply to anything before a site's automation product (SA, AO, OPS/MVS etc.) initializes, which is usually the preferred method for handling WTORs.

One reply that is a common reply for a shop which has performed asynchronous replication is ILR030A. This reply comes up before AUTOR initializes, forcing operator intervention. If AUTOR were to initialize before this outstanding reply can be prompted, it would help facilitate automated DR recoveries without operator intervention.
