/OSMF 2.3 - Resource authorizations for the Network Configuration Assistant plug-in. Merged

Please provide the ability to restrict access to z/osmf Network Configuration Assistant backingstore. We would like to have the ability to allow certain users read access - so they can view backingstore - ie: ATTLS policies. We would then like to allow a subset of users to have the ability to manipulate the backingstore (update access)
