FTP server: use of UID(0)

The z/OS Communications server documentation states FTP Server has security requirements specified as needing UID(0).
However, I have found (running on a zPDT) that the FTP server runs sucessfully without UID(0).
I have observed other sites running FTP without UID(0).
I have found that a PMR 22363 001 866 describes using TLSMECHANISM as a way to avoid needing UID(0).

Please can IBM clarify the need for UID(0) and the FTP server.
1. What capabilities are missing if FTP server runs without UID(0)?
2. What are the implications of and the way to configure FTP running with TLSMECHANISM and a non-zero UID.
3. Are there requirements for access to BPX.DAEMON?
4. Please also clarify situation with regards to RACF TRUSTED attribute.
