IPCS trace formatter tally trace entry counts are incorrect, turns out that they're n/a for certain traces

Request: either remove the Tally report section for SYSTCPDA and SYSTCPOT traces or add verbiage stating that it is not applicable to those traces.

Client observation: The interactive IPCS trace formatter "Tally" report section does not tally the trace entries, reporting zero for all of them. The "Record Type" report does have these. This affects both SYSTCPDA and SYSTCPOT.

IBM reply: "That tally report for the SYSTCPDA or SYSTCPOT output isn't really meaningful". "Where you would use TALLY is with normal ctrace, SYSTCPIP".
