zosmf Configuration Assistant saveData location (and all other user data files) should be able to be specified in PARMLIB

the owners of the configuration data want to specify their filesystem (directory) as the destination for saving configuration data. I currently replace backingStore with a symlink to their directory. When v2r3 version started it created /app/data/CAV2R3 and copied contents but in the wrong filesystem.

I would like to be able to specify the saveData location either per save event (in the configuration assistant application) or via IZUPRMxx member or configuration members. The USERDIR parameter is too inclusive and only the particular directory is of interest to the network group to redirect to their filesystem.
