TCP/IP ARM Support

The customer requested that the TCP/IP stack provides the full support of TYPETERM of ALLTERM on ARM functions.
In case of cross system restart, the TCP/IP stack can be restarted by ARM on other systems, but it fails to register and any relatives delay. ARM registration failure cannot cover an additional failure of the TCP/IP stack or the system. And also, the delay gives an impact to the relatives restart completion within 60 seconds (which is the default).

Their z/OS network has inbound and outbound TCP connections via OSA and CTC links with static routing. They understand that DVIPA is the best practice for high availability, however, they did not implement "flat network with DVIPA" but RYO (NetView/SA) as a workaround because of following reasons:

1. It is difficult to control inbound routing path. If they would like to control accurately which OSA has ARP responsibility of DVIPA, they must restart OSAs manually.
2. It is the high risk in their project to redesign and retest the source VIPA selection for outbound TCP connection via OSA and CTC.

They intend to come back to ARM functions after the TCP/IP stack would provide the full support of TYPETERM of ALLTERM on ARM functions.
