rsh should accept parameter-orders in the same way as on z/OS 1.4 and earlier.

As described on PMR 08674,693,760, rsh command of z/OS 1.7 doesn't accept "rsh -l user_name server_name" because of the re-writing of rsh command, however it was accepted on z/OS 1.4 and earlier. Therefore, rsh command should change to accept the both format "rsh server_name -l user_name" and "rsh -l user_name server_name" in the currently available z/OS 1.12, 1.13 and 2.1.

The reasons of this request are as follows:
1. z/OS 1.4 and earlier accepted the parameter-order that was not supported in z/OS 1.7 and later, even though that parameter-order was not documented. Because the no announce and APAR was issued so that it was impossible for TOKYO GAS to know this change before testing z/OS 1.7 in their own environment. This situation made TOKYO GAS very frustrated.
2. AIX accepts "rsh -l user_name server_name" different from z/OS 1.7. It is very mistakable that there are different parameter-orders even as the both OSs are made by IBM. It also makes TOKYO GAS frustrated, because they use multiple System z and System p in their IT environment.
3. TOKYO GAS has a migration plan from z/OS 1.4 to at least z/OS 1.12 or later in 5 years, so that they are comfortable that rsh command is changed to accept the parameter-order as on z/OS 1.4 and earlier at z/OS 1.12 or later.
