Update dirmaint storage group data in LOHCOST if change made outside of SMAPI

The IBM Wave for z/VM product utilizes SMAPI calls for information and changes to the z/VM system. The Wave product also features refresh facilities which allow it it to pick up changes made outside of the Wave product.
The Dirmaint storage group data in LOHCOST will only b refreshed if the Group data is changed via a SMAPI call. If changes are made through a DirMaint command, the cache data will not be updated, resulting in storage group cache data that is 'stale'.
This requires us to recommend to the Wave customers to turn off caching of storage group data in LOHCOST (LOHCOST_Enabled= LOHCOST_DIRECTORY)

The enhancement requested is a low priority for the IBM z/VM Development team and does not fit into our current plans. The request will be kept in IBM’s idea repository for future reference. Interested parties are invited to join the z/VM Council and participate in the ongoing discussion between IBM and the z/VM user community regarding investment priorities.
