zHPF phase 1 support for normal minidisks,not only for fullpack minidisks in z/VM, so that it can be used by z/VSE V6.2 guest

For better I/O performance I need strongly the zHPF support in z/VSE V6.2 for my DL/1 database minidisks. These disks are normal minidisks and NOT fullback minidisks. But because "a few zHPF features are limited to fullpack minidisks or attached DASD" all z/VSE V6.2 guests are not able to use these database disks with zHPF.
zHPF phase 1 is implemented in z/VSE V6.2, but in z/VM only zHPF phase 0 is supported for normal minidisks instead of the phase 1 for fullpack minidisks. Most of the German z/VSE customers are only using normal minidisks and NOT fullpack minidisks for their VSE environment under VM.

Therefore you should support zHPF phase 1 also for NON fullpack minidisks, so that VSE guests are able to use the zHPF support of z/VSE V6.2
