Enable Ansible integration with z/VM

Ansible Automation is an extremely popular tool that is available on many platforms (including zOS) except for zVM.  While providing native SSH access to zVM may be unrealistic I believe that leveraging a Linux VM with SMCLI to communicate to SMAPI is entirely within reach of the IBM team (similarly to how IBM Cloud Infrastructure Center communicates with zVM).  In addition to the tools that are already available to be leveraged IBM would only need to develop some Ansible modules and their corresponding SMAPI REXX scripts to increase the automate-ability of zVM.
