Reduce CPU time for UNIX file security especially if you have FSACCESS on

Please enhance FSACCESS and UNIX file system access so it stops draining our engines. I would suggest adding a cache so that FSACCESS doesn't hammer RACF with calls ever single time anything traverses a directory or touches a file.

RACF RACDCERT should support PDS(E) and zFS as well as sequential data sets

RACDCERT ADD, CHECKCERT, GENREQ etc. require a unique sequential dataset. Usability would be improved if RACF supported a PDS or PDSE member, or even a zFE file.

Run RACF health checks only once per shared RACF database

Either RACF healthcheck routines should sort out, if the systems of the sysplex share the same RACF database, or there should be grouping parameter that can be specified for the check to "help" the routine to sort that out.
